The sensitivity of a receiver as stated in it's technical documentation will tell the user, from which signal level a faint signal is intelligible.

Usually, there are different values for the different reception modes.

In modern documents, usually the SINAD or the Signal+Noise/Noise - Difference for 10 dB is given, speech is barely intelligible with this signal level.
